Hosts Carlow IT put in a storming second half to turn a three-point half-time deficit into a victory at the IT grounds to qualify for a home quarter-final.
Waterford had the better of the opening half, with a 24th-minute goal from Owen McGrath's goal putting the visitors 1-3 to 0-3 in front - Ciarán O'Brien was the provider.
By half time, the McGrath goal separated the sides at 1-4 to 0-4.
But the DJ Carey-coached Carlow side were the dominant force in the second half, driven on by outstanding displays from defenders Ross Brown, Michael Harney and Damien Healy.
In the 39th minute Carlow hit the front when corner-forward James Doyle, the only Carlow player on the home team, bagged a goal to edge his side 1-5 to 1-4 in front.
Laois player Stephen Maher top-scored with 0-6, 0-5 from frees as the visitors could only manage one second-half score, an injury-time point from Waterford senior star Austin Gleeson.
