Delegates prove independence

If there was ever any doubting that Congress delegates were independent when it comes to voting, we saw the end of those doubts when delegates voted against four of the FRC proposals, most notably bringing in the 'mark' and bringing the ball forward 30 metres for disruptive behaviour when a foul occurs.

It shows delegates were not swayed by the major issue of black cards but judged all the motions on their own merits.
