The former Coolaney Health Centre building, on the Rockfield road, has been lying idle for years.
Clr Dara Mulvey wrote to the HSE asking for it to be handed over to the local community.
He said it could be used as an amenity.
There has been little or no work done to the building since the service was moved, he said.
As it deteriorates, he added that it is becoming a health hazard regarding children accessing the site.
"I have requested a meeting with the HSE to see if the building can be handed over," he added.
