ALL SECTORS of the Council were being looked at in terms of job cuts, County Manager Hubert Kearns said.
No approval had been given yet for a voluntary redundancy scheme.
But there had been a ministerial commitment for a scheme involving 500 jobs nationally in the local government sector to be funded from central resources.
"We are looking at sectors to see where we can shed more staff," said Mr. Kearns.
Since 2008, staff numbers at the Council has reduced from 488 to 354 but payroll still represents the single largest element of cost.
Director of Services Tom Kilfeather said: "Retiring staff would not be replaced as the Council wasn't allowed to re-hire."
