The case of Vasile Horoge, with an address at 12 Abbey Centre, Enniscorthy was brought to the District Court by Garda Eugene Brennan. The prosecution followed inspection of an English registered car by the Garda at the Old Dublin Road on the afternoon of November 11. It turned out that Horoge had not transferred his insurance from his 1998 Louth registered car.

Eugene Brennan accepted that the accused felt at the time that he was covered when he brought the English vehicle for NCT testing. However, after noting a previous prosecution of the same man for a similar offence, Judge Gerard Haughton insisted that Horoge should have made certain.

Solicitor Rory Deane stated that his client had been in Ireland for five years and that his employment was seasonal. A fine of €300 came with the disqualification.
