We need a register to sort property mess

The State has a long tradition of threatening citizens with enormous fines for relatively small offences.

It is not unusual to see signs cautioning passengers using the public transport network that smoking will result in a fine of €1,000. It is also all too common to see people smoking happily on buses and trains in outright defiance of the law. It is sometimes possible to see bus drivers doing the same thing.

It is therefore quite possible to be sceptical about the news that fines of €2,300 await the owners of second homes who have failed to register with the authorities. This is a substantial fine for ignoring the relatively small annual payment of €200 due on second homes but it is fully justified.
