We all need bonuses -- even top civil servants

HAVING worked for a retail organisation which in January 2009 pre-emptively denied its management a bonus for 2009, can I please suggest that the Government reflect on its policy of pressurising those at the top of the public service to forgo their bonuses?
My former employer produced nothing but shock, depression and a jolt to morale in the 10 store managers when they made their revelation.
Would it not have been more in their interest to at least leave a vestige of hope and motivation for their senior staff?
