Tourism figures don’t add up

JUDGING by the number of tourists on Dublin's streets, I'd be very interested to know how Tourism Ireland calculates its figures that tourist numbers are down.
In all the times I have used Dublin Airport, I've only had one woman with a clipboard approach me to ask if I was a tourist. Is this Tourism Ireland's method of calculation – one woman and a clipboard?
Or do they ask hotels, carhire firms and so on? Most tourists I talk to rent apartments short term and use public transport because they say hotels and car-hire companies here rip customers off with “extra charges”.
