Time limits unfair to overseas students

I write with regards to the chaotic situation in the overseas student education system.
I am a teacher in a struggling college affected by the legislation introduced in July. The changes, which require students to take a degree course after three years in the country, is the direct cause of this.
These rules are unduly extreme and unfair, and contrary to the objectives to increase the number of overseas students in Ireland.
