The referendum seeks to give the power to conduct inquiries to the Oireachtas. Politicians tell us that costly tribunals will be no more. It sounds great in theory. However, the devil is in the detail.
The proposed change has three parts. The first part grants the Dail and Seanad "the power to conduct an inquiry" into "any matter stated by the House or Houses concerned to be of general public importance".
