State has failed to act on abuse

THE reluctance of Cardinal Brady and his "superiors" to notify gardai of crimes contrasts very much with the approach adapted by the Catholic Church in the past.

During the Counter-Reformation it was the policy of the church to "relax" anybody who was found to disagree with it to the "secular arm".

The secular arm would then kill that person.
