Send Rome 'head office' to the missions

As a practising Irish Catholic living in New Zealand, I was proud of Enda Kenny's condemnation of the arrogance of the Vatican and the Roman Curia regarding the disgraceful cover-up.
Could I humbly suggest a solution to help the Vatican gain some credibility? Close down the 'head office' in Rome for three years. Send the cardinals, monsignors and priests on the staff off to mission stations in Africa, South America, Asia etc. A few years at the coalface may change their perspective on what the real meaning of service is.
In their absence, the local bishops and priests of the world will manage and will perhaps better serve God and God's children. Maybe this would help clarify the best way for the church to go in the future.
