Semantics getting in way of safety

Like most of the motoring population I must agree with the article by Treacy Hogan (March 18) regarding fog lights. As always in law there is an exception.
The two lower-placed spot/fog lights on the front of cars are classed as fog lights. Despite the ongoing call by the authorities to drive with lights on during the day it is apparently illegal to have these very useful aids switched on.
My daughter has been stopped twice and two of my friends also. Despite their protests and the pointing out of the obvious safety feature of driving with them switched on, they were given the option of switching them off or being prosecuted.
