Sell water in our 'smart' economy

I am now in my fourth day with no water and not a word from any official source. This is symptomatic of the thoroughly inept Government we enjoy. Water everywhere and most of it seeping away. Some of our council officials even appear to take succour in the fact that the percentage wasted by us (upwards of 50pc) is about "normal" compared to other countries.
How pathetic is this.
If Mary Couglan and Eamon Ryan want to develop a smart economy, here's a thought. Trap this natural resource. It's more expensive than petrol.
