Seeing through shade wearers

AS I drove in to the carpark of my local supermarket, my car almost got swiped by an SUV which was coming out of the car park the wrong way.
When I was finished swearing to myself, something occurred to me: I could barely see the driver.
The windows of this SUV were so heavily tinted black that they were practically opaque. I have noticed this many times. It seems to be an affliction of the 4x4 brigade and minibus drivers.
On this particular day, there was no sunshine yet the driver was wearing dark shades.
How exactly can someone actually see through heavily tinted glass, wearing completely black shades, on an overcast day? Studies have been done in the UK, and they have all proven that the colour of traffic lights is hard to define for someone wearing sunglasses.
Obviously some people wear tinted glasses for valid reasons.
Unfortunately there are people out there who think that buying a minibus and blacking out the windows will make everyone think that there is a VIP on board. These four-wheeled dinosaurs are lethal enough. It is time the owners were made responsible for their own egos.
