Seal of confession interferes in rule of law

According to the rules of the Catholic Church governing the seal of confession, while a priest may encourage the criminal to surrender to authorities, he cannot make it a condition of the absolution.

Reasonable people must wonder why he cannot. It is difficult to see how this position is not a gross interference in the rule of law.
