Scrappage scheme far from a success

DUE to its ‘success’ the car scrappage scheme will continue. Is this ‘success' in putting public money into the pockets of car dealers or in subsidising those lucky enough to be able to afford to buy new cars?
Or could it be ‘success' in destroying jobs in garages repairing and maintaining old cars, whilst creating jobs in foreign countries? Ireland does not have a motor industry.
Would increased greenhouse emissions and energy consumption count as success? Subsidised cars consume slightly less fuel than those scrapped but not enough to counteract the huge energy costs and emissions involved in manufacturing new cars.
