Riots are a return to Dickensian England

WHILE reading that an 11-year-old boy was charged in a London court in connection with looting during the riots, a boy so small that when sitting down, he "could barely be seen in the youth court's high-security dock", it brought home how far English society has regressed. I wonder was Fagin in the back of the court ready to take his "waif" back in charge.
