Revenue letting bankers off hook

The Irish Revenue Commissioners are the best in Europe at clawing back unpaid revenue, with reminders to other offenders of the consequences with fines and interest back payments, at times doubling the amounts owed to the State.
Why, then, does it then appear that the previous group of sybaritic cronies at Anglo Irish Bank seem to be walking away unpunished for their appalling lack of integrity regarding their responsible positions within that bank?
Former chairman Sean FitzPatrick is arrested by the Garda Siochana, interviewed for 36 hours, retains his passport and next appears at the Las Brisas golf complex, near Marbella, whilst these garda inquiries are still ongoing, apparently with no travel restrictions.
