Enda Kenny has said that he will not hold any referenda on treaty changes in the EU unless he is constitutionally required to.
I'm no constitutional lawyer, but I do know that it is the constitutional requirement of any government, no matter what its composition, to protect the best interests of the citizens who elected its members to office.
In this case, the protection of said interests demands a referendum on any topic that could influence our finances so drastically, as this threatens to. Any Attorney General will tell him that.
