Enda Kenny has said that he will not hold any referenda on treaty changes in the EU unless he is constitutionally required to.
I'm no constitutional lawyer, but I do know that it is the constitutional requirement of any government, no matter what its composition, to protect the best interests of the citizens who elected its members to office.
