Paying the price for mediocrity

IT was with interest that I read Fine Gael's plans for when it gets into power.
I must say I take issue with the arbitrary €200,000 public sector pay limit. Surely there must be some measure of cost-benefit analysis for the highest-paid jobs in the public sector before such measures can be implemented?
Specifically I'm thinking of the Financial Regulator's office, though I'm sure there are others. I don't know how much Matthew Elderfield earns (though Wikipedia suggests it's around €340,000), but he seems to be on top of his job and doing the nation some service.
