It is time for the minister to call the CPSU's bluff. It cannot afford to pay members for strike days. This has been made clear by the union's unwillingness to go on "all-out" strike. Foreign Affairs Minister Micheal Martin should begin the set-up of a new passport office and let the existing staff strike. If they persist with the 'work-to-rule', just don't pay them. There's 450,000 new staff out there.
