Over-regulation of business is choking economic recovery

FIONNAN Sheahan (Irish Independent, April 11) says the new Government wants to encourage entrepreneurs to help the country to recover, but unfortunately, entrepreneurs are faced with the 'you can't do that' attitude among government departments and quangos.
If I wanted to start a food stall in Dublin I'd have to deal with massive public liability insurance, health and safety risk assessment and public health guidelines, but none of these matter because the council isn't issuing casual trading licences for the foreseeable future!
If I wanted to open a cafe or shop, huge rents would render it impossible to achieve any viable business even if a bank would lend me the money -- how can unoccupied business premises be profitable for landlords ?
