Only Seanad hopefuls worried about demise

Surely it is a realistic assumption that prospective senators are the only mourners in a situation where the Seanad is discontinued.
From this premise, the need for a referendum is unnecessary. Although this is mandatory for constitutional amendments, I would prefer the legislation of the Government to enforce its keynote proposal during the election of abolishing the institution. After all, Fine Gael included this in its manifesto and many voters backed the party believing this would happen.
Even before its commencement, the institution has incurred expenditure to of about €787,500 on registered letters to the 150,000 graduate electorate of NUI Galway and Trinity college.
