Introducing water charges only fair move

An important fact to remember is that a very large number of rural dwellers and indeed suburban dwellers pay tax like everyone else, but do not get a public water supply. They pay for their own in the form of an annual electricity bill, plus the depreciation and maintenance on the equipment.
Thus the installation of water metering for those on public supply has to be the fairest possible new charge to be imposed, let alone the most environmentally correct move.
