Improving roads should be priority

The latest announcement from the RSA about car fog lights will make motorists wary of using any lights between dawn and dusk. I used to have EU-approved 21w 'daytime lights' on my car but have now removed them as gardai kept telling me they were 'illegal'.
Most drivers who use fog/driving lights during the day have the intention of being safe, and these fog/driving lights are designed by the manufacturers not to dazzle other drivers. Having the sun reflect off other cars can dazzle a driver, too -- what will the RSA/gardai do next, then, ban shiny cars ?
The RSA should concentrate on making the actual roads safer with clear markings and signage that would prevent accidents in the first place.
