Has Hill 16 safety been forgotten?

Seated in the Hogan Stand on Sunday, I was admiring the colourful scene that was Hill 16, when it occurred to me . . . should the aisles of the Hill not be clear?
Hill 16 appeared to me to be full and perhaps excess to capacity. If all the aisles are full then is it logical to say that the GAA have allowed too many people on to the Hill, or should I say, have they sold too many tickets?
This would seem strange considering all the publicity surrounding the fencing for Hill 16 to prevent access to the pitch, to protect players, referees and spectators. What I saw was an overcrowded terrace. What would the outcome be with a surge leading to a crush, add in the fencing and what will you get? With high-profile matches such as Dublin v Cork does greed temper spectator safety?
