GAA Rule 5 is flawed

Sir -- Lansdowne Road is due for completion in a matter of months. The GAA Rule 42 -- now number 5 -- is scheduled for reinstatement then.
The rule has an (a) and (b) section. Section (a) confines the use of grounds to games controlled by the GAA i.e. hurling; Gaelic football, handball and rounders. Section (b) bans the use of grounds for horse and greyhound racing.
On the other hand, it authorises the Central Council at its absolute discretion to allow a ground to be used for any field game. Since (a) and (b) are in conflict in regard to the use of grounds for field games, the Rule is obviously flawed and invalid to that extent.
