Fact-finding or just a junket?

I read that Labour's Michael D Higgins TD slipped and fractured his knee while on a fact-finding mission in South America recently (Irish Independent, November 3).

The presidential hopeful was accompanied by parliamentary colleagues Deputies Tom Kitt (FF) and Pat Breen (FG), and Senator Mark Daly (FF).

This Oireachtas delegation had meetings with both community and religious representatives in Colombia and were it not for the fact that Mr Higgins ended up in hospital, would the general public have been made aware of this mission?
