Begging funding a family business

Sir -- It's Christmas and we all try to be of good cheer during these difficult times. However, I don't want to appear like Scrooge but I'm fed up to the teeth of Eastern European women begging, with their babies on their laps, on the streets of Dublin. By donating we are actually funding a family business, all of whose members are doing the same thing in different areas of the city. I give, like most charitable people do, but it's the same group of people begging every day.
Dozens of these men and women can be seen begging on the pier in Dun Laoghaire every weekend.
We are a very caring society in Ireland and are unable to look after the homeless of this city. We have been foolish long enough and charity begins at home. No wonder we are all broke. The worker now becomes destitute because of so many stoppages in their wages. Where does the buck stop?
