Actions of troops sanctioned from on high

DAVID Cameron's forthright acceptance of the Saville Report is to be welcomed; but his attempt to explain the behaviour of 1 Para on that day as the reckless behaviour of a handful of soldiers disobeying orders will not do.

The truth about the role of British troops (and specifically the Paras) during the "Troubles" is that they were following a systematic programme of harassment of Catholic areas sanctioned by the highest echelons of the British establishment.

The strategy was outlined in Brigadier Kitson's 1971 'Low Intensity Operations', which became the standard text for operations here.
