• The subject of overseas aid has recently been discussed on the radio and in your esteemed paper.
It is fully accepted that governments in the emerging states of Africa are largely corrupt – but it is necessary to examine why they are corrupt and who must take the blame for their corruption.
On Pat Kenny's radio show, I heard a junior minister state that the development aid from Ireland was focused on the improvement of governance and that one reason why Ireland should continue to provide aid was a statement by the British prime minister that the UK was to increase its aid budget to Africa.
