Howlin needs to up his game

The revelation by Public Spending and Reform Minister Brendan Howlin that some government departments had "not measured up" in delivering proposals for public spending cuts begs the question: what has Mr Howlin been doing since he first took up his new job five-and-a-half months ago?
Yesterday, this newspaper revealed that Mr Howlin had refused to answer a series of questions which we put to him on what progress, if any, he had made in standardising public sector leave and working conditions.
Now, in a media interview, the minister has confirmed the suspicions of those who believed that he was failing to deliver the public spending cuts and reforms we were promised when the new government was formed last March.
