Editorial: Locking up troubled teens in carer units at nights is unacceptable

THE inspectors report into a HSE-run centre for troubled children in north Dublin makes for disturbing reading.

The well-staffed unit, which cares for up to 10 young people between the ages of 12 to 17 at any given time, was locked up from 8pm to 8am -- yet inspectors found there were a "high number" of "unauthorised absences" and "children placed themselves at risk of harm".

These absences also impacted on the children's education.
