Editorial: Jobs strategy must eliminate welfare traps

A new report by the Economic & Social Research Institute (ESRI) shows that while the Irish social welfare system is effective in reducing poverty, it is lacking in "other policy goals", the most glaring being a failure to encourage people back to work.

Even during the boom years, while unemployment was historically low, the percentage of homes where nobody worked was very high.

The real failure of the social welfare system is that this issue wasn't tackled at that time.
