Councils' shame on winter roads

EVERY time snow and ice descend on us, the country slips into abject, dysfunctional chaos.
As if we didn't have enough national emergencies to contend with, the inability of local government to deal with slightly sub-zero temperatures has been quite scandalous.
As a direct consequence of nationwide chaos last December and January, local authorities have now been relieved of their responsibility to ensure that they have enough material to grit and salt busy main roads and motorways in the event of a cold snap.
