Add freezing pipes to the list
THE first thing to be said about water pipes that expand and burst in a freeze-up because they are not correctly laid is that nobody can be held accountable and that nobody will pay -- except for the hard-pressed, taxpaying householder, of course.
We are, after all, in the aftermath of a boom time when good planning was rare, shoddy building was common and regulation was a dirty word. Responsible builders adhered to best practice and buried water service pipes at least two feet underground to avoid risk of freezing in wintry weather.
But, in the property frenzy which has left us with 300,000 empty, unwanted houses around the country, many builders simply could not be bothered to apply that important finishing touch.
