ON the evidence of the early weeks of the southern hemisphere’s Super 15 season, the World Cup this autumn is in danger of turning into a complete lottery.

Which set of rules are administered will depend purely upon the man in the middle on any given day.

There might be a general rule book to which all match officials are supposed to adhere, but something quite different seems to have happened in the first three weekends of the Super 15.
