It's a pity the sensible suggestions offered to the Dáil's Future Funding of Domestic Water Services Committee weren't made back in 2013 in the run-up to the creation of Irish Water.

Everyone knew the introduction of charges and creation of a new utility was a rushed endeavour.

Instead of having a nuanced debate around the challenges of financing a multi-billion euro investment programme and the need to conserve, we had threats of water cut-offs and legal action against families who refused to pay.
