Paul Melia: Is the NRA model the best way of running the water network?

We all knew the problems with the road network when the National Roads Authority (NRA) was established more than 20 years ago.
It took up to five hours to travel between Dublin and Galway, because single-carriageway roads couldn't cope with traffic volumes. It was a similar story between the capital and Waterford, Cork and Limerick.
We also knew, just by looking at the road surface, that large parts of the network were in need of major upgrades.
