Nóirín O'Sullivan has set the tone for her tenure as the first woman to lead the Gardaí. For someone who has already made her mark on history by smashing the glass ceiling of a male-dominated world, it is therefore apt that she be the author of the most wide-ranging reform programme introduced since the force's inception.

But reading the press statement yesterday, it was hard not to trip over the terminology-laden, management babble it contained and raise a sceptical eyebrow.

"Strategic Transformation Office" and "Risk Compliance and Continuous Improvement Offices" are leaving the ordinary law-abiding citizens a little perplexed as to what she means.
