Throughout this crisis with gardaí, the almost unflappable Frances Fitzgerald's only contingency plan seems to have been talks.
When asked what cover would be available this Friday if the force's rank and file, sergeants and inspectors go on strike, she has put the announcement of a back-up plan on the long finger and emphasised that her focus is on negotiations.
Perhaps she feels that to detail the plan that has been hatched at Garda HQ in the Phoenix Park might be seen as an admission that this frightening campaign of industrial action could actually happen.
