THEY looked like four ordinary enough blokes sitting side-by-side on the podium, a seemingly unremarkable quartet of guys who could mingle unnoticed at a bar-counter or around a board-room table.

Nobody would ever suspect that they were Ireland's own Fantastic Four, their superhero capes and tights hidden away under sober pinstripe suits. Few understand just how many extra powers they possess over the unsuspecting citizenry.

For 'they' are Enda Kenny, Eamon Gilmore, Michael Noonan and Brendan Howlin, aka the Economic Management Council (EMC), the mysterious inner sanctum of government whose members sally forth on special occasions to pluck the nation from peril.
