Minister for Transport Leo Varadkar is at war with the Revenue Commissioners over the taxman's threat to impose hefty VAT rates of 21 per cent on road toll charges.

Should the Revenue's plan succeed, hard-pressed consumers already reeling from a raft of 'stealth' increases will face a 21 per cent hike in tolls.

The Revenue has already attempted to levy VAT on the M50 and Port Tunnel tolls in 2010 after a European Court decision on the matter.
