The chairman of the Public Accounts Committee (PAC), John McGuinness, has warned that the PAC needs a raft of new powers if it is to effectively monitor the public purse.

In an interview with the Sunday Independent, McGuinness also slammed the "corporate failure of the Health Services Executive (HSE) to deal with the Central Remedial Clinic (CRC) top-up payments scandal''.

After an astonishing week of revelations, McGuinness claimed "it is evident the HSE is still out of control and unable to account for itself''.
