Leo's likeability has bought him more time

If it were an examination question, it might read: "Health Minister Leo Varadkar is very popular. But the health service remains a mess. Discuss."

The exam crammers' advice is to answer both elements of the proposition - the minister's popularity and the system's dysfunction. And examiners, this writer found out far too late in school life, like examples.

So, here goes. There is no doubting Dr Varadkar's ongoing popularity.
