Is there any fresh thinking to solve the housing crisis?

The most striking thing about Fine Gael's action plan for housing is the fact that so many policies are merely being re-stated.

Many proposals were already outlined by the Fine Gael/Labour coalition in Construction 2020, the Social Housing Strategy and the Homelessness Policy Statement, which raises the question as to whether there's any new thinking here at all.

It's not that these are 'bad' ideas, but the fact they are being raised again as measures needed to solve the housing crisis raises the suggestion that there has been little, if any, progress despite the passage of time.
