TAOISEACH Brian Cowen's lack of bottle to sack a cabinet minister was expected. And his lack of vision to restructure his government and make it better equipped to deal with the economic crisis was predictable.
In appointing his two cabinets since becoming Taoiseach two years ago, Cowen has failed to drop a single senior minister, relying instead on resignations to create places.
The pattern which the Taoiseach established in his first round of ministerial appointments, of promoting those he is personally close to, was repeated on this occasion.
