Fionnan Sheahan: A shameful tale of leaks, spinning and kite-flying

THROUGHOUT his eight-year period as Fine Gael finance spokesman, Richard Bruton constantly bemoaned the sidelining of the Dail in the budgetary process.

Deals were being struck between the social partners of government, unions and employers' representatives in Government Buildings which were determining large tracts of economic policy, especially tax reductions and public sector pay hikes.

Fianna Fail was carving up the rest with their coalition partners, be it the PDs, the Green Party or Independents. Ministers put out flyers, of policies under consideration, to test the mood of the public about what was acceptable.
