Recently Minister of State for Education and Skills, John Halligan, said "landlord speculators" were "driving people into homelessness". He expressed a desire to enact laws to "jail the bastards".

For a lawmaker to label a group in society as "bastards" and blame that group for a complex social phenomenon is the act of a demagogue.

For a minister to advocate that a segment of society should be locked up by the State and deprived of liberty is the behaviour of a would-be dictator.
